Abstract/Summary

The study is grounded on multiple descriptive case study design which utilized triangulation as a data collection method which was to explore how school-based management was being implemented in selected public primary schools in Cambodia. The study engaged a total of 45 respondents who are principals, teachers, School Support Committee, the parents and community from three public primary schools in three different districts in Kampot province. The findings presented the role of the stakeholders in initiating and implementing school-based management centrally and locally. At school level, the principals are major decision makers who ensure the involvement and participation of the local stakeholders in decision making. The findings particularly highlighted that the uniqueness and success of school-based management is affected by the participation of the local stakeholders and direct support from non-government organizations. Implications conclude that to successfully accomplish the indicated objectives of school-based management, greater autonomy should be decentralized to the school stakeholders, and leadership preparation or training should be provided to the principals. Further study on the relationship between principal leadership and school improvement is recommended.
