Abstract/Summary
The establishment of the St. Paul University System (SPUS) has brought about change in the Paulinian education apostolate. More than ever, the need to re-align the thrust of St. Paul College of Manila to answer the needs of the present times has become greater. In an attempt to ensure that there will be collaboration, complementation and sharing of information and resources, the St. Paul University System has included among its Key Results Areas the establishment of the Management Information System (MIS) unit. SPUS envisions that its member schools namely: St. Paul University Tuguegarao, St. Paul College of Manila, St. Paul College of Quezon City, St. Paul College of Iloilo, St. Paul College of Dumaguete and San Nicolas College (Surigao) will create and in the future strengthen the MIS in their respective schools. The creation of an MIS unit in the SPUS member schools is a clear indication of the managements support in using technology as an aid in achieving its thrusts. Among the many priority areas of SPUS specifically MIS, include the need to create an information system on the curriculum management, manpower profile, inventory, library management and online delivery of instruction and services among others. The need for planning was evident because although the needed information systems have been identified, no particular time frame has been set as regards its development and implementation. vii The Information Systems Plan (ISP) of St. Paul College of Manila was developed to identify the current and future information needs of St. Paul College of Manila that are aligned with the goals of the St. Paul University System; design an information systems architecture for SPCM that will support its institutional goals and propose the use of Information Technology in the different units in SPCM to improve its services. The Information Systems Plan developed for SPCM covers three (3) important strategies namely: the Information Systems strategy which includes the systems functions, its owners and users and the development strategies for the systems included in the plan; the Information Management strategy which includes the establishment of the IT unit in the institution as well as its personnel and the training needed by the users; the Information Technology strategy which aims to enhance SPCMs services through an improved information and communication technology support system in the attainment of the organizations goals. For the IS strategy more specifically, the plan included the description of the information systems that are ideally deployed at SPCM. However, since the plan will only cover a three-year period, the development or acquisition and implementation plan of the following information systems: the Student Information System which includes the Registration System, Grades Management System, Smart ID, Student Accounts and Curriculum Management; Human Resource Information System; Entrance Exam Evaluation System; Alumnae Information System; Library Management System; Web Page System; Internet Login System; Student Discipline Management Information System; Student Activities Monitoring System; Medical vii Dental Management System; Inventory Management System; Facilities Management System and the Property and Supplies Monitoring System are covered. Aside from the above-mentioned systems, the plan also included the manpower requirement for the implementation of the SPCM IT-related projects. The positions under the MIS unit includes: the MIS Officer, Systems Analysts/Programmers, Computer Technicians, Computer Facilities Coordinator and Network Administrator. The Information Technology strategy aims to meet the needs of the SPCM community and support the improvement in the delivery of institutional and instructional services through an enhanced information and communication technology (ICT) support system. The acquisition and use of the appropriate servers and the installation of the firewall system are basic requirements that SPCM has to fulfill to ensure the safety and integrity of data and information. The strategy also included the much needed restructuring of the existing network connection of the school.
