Abstract/Summary

This thesis presents a bit rate scalable coder based on Federal Standard 1016 CELP Coding Algorithm. The bit rate scalable feature is realized by using a layered structure that included a base layer, which consists of the original CELP parameters without the Stochastic Codebook Index bits and a single enhancement layer, which consists of the whole Stochastic Codebook Index bits. Both subjective and objective tests show that the base layer presented achieves acceptable intelligibility.
