Abstract/Summary

This paper presents an strategic development plan for Telecom Training Institute (TTI) for 1997-2000. Under its new mandate, the Institute must provide and affordable, and sustainable training programs to meet the industrys requirement for well-trained manpower which can be globally competitive not only in the Philippine market but in Asia-Pacific Region as well.

The industry provided a picture in graphs of the analysis of past performance and the aggressive growth potentials resulting from the outbreak of monopoly in view of the deregulation policy of the Philippine telecommunication industry. In the environmental analysis, opportunities and threats were derived. Strengths and weaknesses were assessed based on the opportunities and threats. Strategies in marketing, operations and human resource development were formulated in consonance with objectives and desired outputs or targeted results.

The development plans focus is on organizational development and systems improvements needed to strengthen the organizational set-up and increase competence of staff in planning, operations, resource allocation and measurement of training results. In view of global information infrastructure and other technological advances setting-in, expanded curriculum is recommended. Support from the mother agency DOTC, leaders of private telecommunications industry, the Philippine government and professional organizations like PETEF, must be sought to be able to realize its goals on the provision of high quality courses that will support the diverse requirements of the telecommunications sector, today and in the future.
