The study designs a ten-year faculty development program for Atma Jaya Catholic University in Jakarta. The research is built on the concept of the three duties of higher education, consisting of teaching competence, research capability and social awareness. The concept is part of faculty rank regulation which is written in the KEPMEN 38,1999. Managerial competency is also included in the faculty development program. The descriptive developmental method of research was used in planning the development programs based on a review of related literature and on the felt needs and perceptions of the faculty of Atma Jaya Catholic Jakarta University. Questionnaires were used for data gathering purposes. The questionnaires contained variables on the three duties of higher education.
