Abstract/Summary

Ninoy Aquino International Airport 3 (NAIA 3) is the largest of the four terminal airports in Manila that houses international and domestic flights. It is separated into two areas, the departure and arrival areas. Since majority of the people uses vehicles in accessing the airport, the roads inside the terminal get congested due to high volume of cars present to pick-up passengers, especially during the peak season. The main objective of the study is to assess and identify the factors that cause localized congestion on the road inside the arrivals area of the compound of NAIA 3 and to provide solutions to the problems. There are four data gathering methods used in the study to capture, assess and identify the factor that cause localized congestion in the study areas namely, license-plate observations, parking survey, vehicle volume survey, and survey questionnaires. License-plate observation is done to determine the length of time vehicles spend inside the terminal while vehicle volume survey is used to determine vehicle composition, and the parking survey is used to assess the duration and accumulation of vehicles using the parking lots. The data obtained from these methods are volume, PHF, PHV, turnover rate, duration, travel time of vehicles among others. The results from the data are examined in relation to the traffic management of the airport to further improve the flow of vehicles in order to alleviate the localized congestion within the area. Policy recommendations are also provided on the use of the parking lots as well as what other airport facilities should be provided to eliminate localized traffic congestion in the airport.
