Abstract/Summary

This paper reviews the projects and policies implemented at Commonwealth Avenue, Quezon City in terms of effectivity in reducing accident frequency. Although a lot of projects were implemented along the road, not all of them helped decrease the number of accidents in the area. Commonwealth Avenue is a known road in the Philippines for its dangerous title coined to be killer highway of the Philippines. At one point, it had a record of having 8 accidents per day across its 12.4 km stretch. With various factors affecting the rate of accidents in Commonwealth, such as speed, lighting, time, and vehicle used, the researchers correlated each type to the accident count for every location. The research plans to check the effectivity of each project using a severity index formula. Initially, accident datas can be obtained from concerning government organizations such as MMDA. The accident data contains the time and day of the accident, the location, and the classification of accident such as damage, injury or fatality, type of impact, road condition, and other information. These data was arranged by year and plotted unto a GIS program. This would then allow the researchers to visually determine the blackspots and the corresponding projects implemented on the area. Using the severity index, and the durationn of constructiopn or implmentation of the project, the researchers were able to obtain severity indexes from before, during and after the construction which can be compared to each other to determine its effectivity. Hypotheses such as cars as the number one vehicle involved in an accident, and severity index and accident frequency occur more during the project proved to be true. Overall, due to the variety of factors present, the effectivity of a project is on a case to case basis.
