Abstract/Summary
Despite the efforts of different government agencies to address the problem on the drainage system in Metro Manila, flooding still occurs in several areas especially in low lying cities. Since 2002, the management of flood control was transferred from LGUs and DPWH, including personnel, equipments and facilities, to MMDA which organized the management of drainage system and yielded different projects about flood control like declogging, dredging and renovations that helped in significantly reducing flooding in South Manila. However, severe inundation still occur which cause heavy traffic and disturbance in the commercial activities and urban living.
This study tests the interaction of different factors and identities relevant ones regarding the management of an urban drainage system including quantifiable factors like capacity of drainage laterals, mains, pumping stations and unquantifiable factors like management and operation efficiency.
A formulated model using the STELLA5 software shows that present projects like declogging is not effective compared to constructing additional drainage mains and it was also observed that constant removal of garbage is necessary to maximize the capacity of the drainage system.
Designing drainage systems technically is not enough since computations made might not true in actual practice because of certain interacting factors. Using system dynamics in planning of urban drainage systems would yield better performance and will significantly reduce the flooding.
