Abstract/Summary
This research study is aimed at developing a Total Quality Management Orientation Program for the Sangguniang Kabataan. The researchers used the framework of Tenner and De Toro in developing the program. The program focused on three major concepts of Total Quality Management namely: customer focus, process improvement, and total involvement. In developing the program, interviews, observations, and discussions with the Sangguniang Kabataan officers were used. From which came about the program's design and materials patterned after the main problems of the SK. To test the effectiveness of the program, the quasi-experimental method was used. A learning test was designed to measure the degree of learning of the subjects in three aspects: knowledge, skills and attitude. The subjects were composed of the Sangguniang Kabataan officials of four different barangays. There were two barangays in each condition: the first condition being the group which was given the Total Quality Management Orientation Program and the second condition being the group which received no treatment at all. The results of the experiment showed that the post-test scores of the group which received the Total Quality Management Orientation Program is significantly higher than the post-test scores of the group which received no treatment at all. Furthermore, the experiment found out that the post-test scores of the group which received the treatment is also significantly higher than its pre-test scores.
