Abstract/Summary
This thesis tackles the changes which happened after the devolution of health services. The focus of this study is the City of Lucena, the capital of Quezon Province.
This study compares the health situation prior to and after the devolution. It had effects on the personnel, budget, organization, etc...
In terms of the personnel involved, they are now under the local chief executive. The City of Lucena in turn has absorbed all the devolved personnel. Re-classification has also been made in order to have an easier way to categorize the personnel. The trainings being attended are no longer under the control of the DOH, instead the LCE has the prerogative whether he will allow the employees to attend or not.
In terms of budget, the CHO now gets the bulk of its funds from the city government. Since Lucena City is ranked 2nd class, the budget it needs is still being given. It is still small as compared to the other sectors but it continues to grow each year.
In terms of organization, a Local Health Board (LHB) has been created. The LCE serves as the chairman and the City Health Officer (CHO II) as the vice-chairman. The LHB is tasked to formulate budget requirements of the City Health Office (CHO), monitor improvements, and have recommendations for the improvement of the delivery of basic health services.
Another change noted is the increase of the number of barangay health centers to ensure that health services are brought to the grass-roots level.
