Abstract/Summary

This paper is an assessment on the participation of people's and non-governmental organization in the local development council. Chapter I deals with the local government code in which the roles and functions of the POs and NGOs are enumerated. The local special bodies wherein it includes the local development council was mentioned and so was its role and its members. Chapter II concerns itself on some literature concerning POs and NGOs and a brief analysis of it was discussed. Chapter III basically deals with the framework that was used by the researcher which is that of Joaquin Gonzales and James Mayfield typology of participation. Such level ranging from psuedo-participation, information-sharing, consultation, placation, partnership, delegated power and community autonomy. Chapter IV, on one hand, concerns itself in the methodology that was used by the researcher which was descriptive, the methods and procedures that was used in gathering data and data analysis. Chapter V, on the other hand, deals with the historical background of NGOs and POs. The former being introduced by the United Nations and emerged in the South which was started mainly by missionaries. While the former as a reaction to the anti-democratic and repressive Marcos regime. It also dealt with the accreditation process of the NGOs/POs and private sector as embodied in the Code. And the name of the NGOs/POs that was to be interviewed. Furthermore, it mentioned how many NGOs and POs where accredited. It also showed some programs by the Quezon City government. Chapter VI which is the findings and analysis, discussed the data in which the researcher was able to gather through the interviews. The organizations that was interviewed and its profile was given. And lastly Chapter VII, a summary of the data was given and also the conclusion. Based on the data gather, a recommendation was given by the researcher.
