Abstract/Summary

This paper aims to evaluate the internal and external environment of Company XYZ’s HR practices in acquiring casual employees, who accomplishes basic administrative and project-based functions; and to recommend recruitment strategies to Company XYZ on how to effectively deal with its corporate environment which eventually contributes to the company’s overall strategy. To implement this study, the case-study method and systems thinking approach were used. Key informant interviews of the different stakeholders involved-HR Director, HR Recruitment Manager, Line Managers, Outsourced Staffing Agencies, and Casuals, and the collection and content analysis of relevant documents like scholarly journals, statistical publications and census reports were also utilized. The major findings of this report are corporate policies of Company XYZ as well as poor management of the outsourced staffing agencies are factors of the low morale of casuals. The low morale of casuals contributes to delays in deliverables and abrupt termination of contract. However, the external environment provides for a supply of casuals for there is a lack of creation of jobs and fast population growth. Thus, it can be inferred that though there is sufficient supply of labor, working is not an attractive form of employment. The study recommends for Company XYZ to ensure the efficiency of the recruitment process and the effectiveness of hiring quality applicant, take the lead in recognizing that outsourcing relationships, and address its company culture of delineating treatment towards casual and regular employees. In addition, another recommendation is the utilization of cooperative ownership staffing agencies.
