Abstract/Summary
This study examined whether the revenue memorandum circular 40 2011 (BIR form 1700) is valid and if it is accordance, Right to Privacy, Bank Secrecy Act, Republic Act 6426. The study found that it is not in accordance to the following and will increase transparency and tax collection but the burden and obligation will be passed on to the taxpayers in the Philippine Government. Accountability and privacy will always have differences. The lack of revenue regulation strengthens the point that it's still not valid.
