Abstract/Summary
This thesis focuses primarily on the discussion of the nature of the Coconut Levy Funds and its implications on the management and usage of the Fund, as well as the power of the Chief Executive in relation to it. It aims to shed light on the seemingly ambiguous current nature of the Fund, and in so doing, bring clarity to the issue of whether or not the Coconut Levy Funds can be used for the general subsidy programs of the government as proposed by the Arroyo Administration even without the support and authorization of an appropriation bill by Congress.
