Abstract/Summary
The decision of the Supreme Court in the case of Defensor-Santiago v. COMELEC has hindered the people from voicing out their interest as the Supreme Court held Republic Act No. 6735 inadequate to become the enabling law to amend the Constitution through people's initiative. The bases of the Supreme Court decision is vigilantly examined to determine how they interpreted the said decision, and what method of interpretation they utilized. There are several methods of interpretation but a purposive way of interpreting Republic Act No. 6735 is best bring out the true intent and purpose of the law.
