Abstract/Summary

Currently, there exists a Real Estate Taxation Information System called SFRTS. It was designed specifically for the operations of San Fernando Real State Division, in Pampanga. Since most of the functions of Real Estate Divisions in all the municipalities in the Philippines are basically the same, SFRTS can then be a generic prototype Information System that can be implemented in almost any municipality, with perhaps a few minor adjustments.

The main functions of the Real State Taxation Information System are to facilitate in the collection of taxes such as computation of charges, posting payments, Tax Clearances, Official Receipts, Statement and Notice of Tax Delinquencies, and reports.

This study, GEO-POLARIS, with stands for Geodetic Positioning and Land Registration Information System, is a software adjunct to SFRTS, an incremental module of sorts. It is designed to run side by side with, but independent of SFRTS.

The basic features included in the GEO-POLARIS are, a top-view perimeter outline of properties, some text descriptions of the property being displayed, the option of displaying the technical specifications of the properties (i.e. the corners and their angles, directions and magnitudes), an onscreen view of the property’s vicinity map, and textural displays of the property’s information referring to matters such as Tax Declaration, Land Title, and even details about the property’s Original Land Title Registration.

GEO-POLARIS was designed bearing in mind that SFRTS lacked a graphics feature that would allow users an onscreen display of the property’s top-view shape, scaled size, bordering properties, and other relevant information related to the property.
