Abstract/Summary
In developing countries such as the Philippines, the continuous rise in the demand for higher education causes many problems in the government's role in providing this good. These problems question the adequacy and equity aspect of financing education, which are two criterions by which educational finance are judged traditionally. The voucher system is one form of financing education that is gaining more popularity in different countries around the world. In the Philippines however, there are only a few institutions that use this system and it is not commonly known to the society. This paper will show a comprehensive assessment of the Private Education Student Financial Assistance (PESFA), implemented by the Technical Education and Skills Development Authority (TESDA). It is the program in our education system that implements the voucher system. The results of this study aims to provide a better understanding of the system by evaluating its objective and by examining its costs, benefits, implications, and outcomes from the perspective of our society.
