Abstract/Executive Summary

This study examined the impact of fuel price changes on jeepney and tricycle drivers in Sarrat, Ilocos Norte, where public utility vehicles play an important role in daily transportation and livelihood. Rising fuel costs have created financial pressure on drivers, affecting their income, working hours, and overall well-being. Specifically, the study aimed to determine the socio-demographic profile of the drivers, assess the effects of fuel price changes, identify the challenges they experience, and examine whether significant differences exist between jeepney and tricycle drivers in terms of fuel cost recovery and fare sufficiency. A comparative quantitative research design was employed, involving 60 respondents composed of jeepney and tricycle drivers selected through purposive and convenience sampling. Data were collected using structured questionnaires and analyzed using mean, frequency, and independent sample t-test. The findings revealed that jeepney drivers generally earn higher income but incur greater fuel expenses, while tricycle drivers have lower income and limited earning capacity. Both groups agreed that fuel price increases negatively affect their livelihood and create financial and operational challenges. However, statistical analysis showed no significant difference between the two groups in terms of perceived effects and challenges. Fare regulations were found to provide partial support but were insufficient to fully cover fuel costs. The study concludes that fuel price increases significantly affect both jeepney and tricycle drivers, highlighting the need for responsive fare adjustments and targeted support programs to sustain their livelihood.
