Abstract/Executive Summary

The Jeepney Modernization Program has significantly reshaped the transportation sector, particularly affecting the livelihood of drivers. Thus, this study examines how the Jeepney Modernization Program influences the income and lived experiences of modern jeepney drivers. Using a phenomenological approach, data were gathered from ten (10) modern jeepney drivers through purposive sampling and semi-structured interviews, which was analyzed thematically. The study identified key themes related to drivers’ perceptions of modernization, its economic impact, differences between traditional and modern systems, and the coping strategies drivers adopt in response to income changes. Findings revealed that drivers generally favor modernization due to improved working conditions, increased comfort, and more stable income under fixed salary arrangements. However, income stability is not consistent across all drivers, as those operating under boundary-based or percentage-based systems continue to experience financial fluctuations influenced by fuel costs and passenger demand. Despite these economic advantages, many drivers still express attachment to traditional jeepneys, viewing them as symbols of cultural identity and personal ownership. Thus, modernization presents both economic opportunities and ongoing financial challenges, while also intersecting with deeply rooted cultural values. Future studies should: (1) examine long-term income stability across different compensation systems; (2) explore the accessibility and effectiveness of government financial assistance; and (3) further investigate how cultural values influence drivers’ acceptance of modernization.
