Abstract

Part of the strategies of educational institutions in the Philippines in conducting in-service training to improve the English language competence of the institutions' teaching and non-teaching personnel. One way to ensure the quality of the training program is through assessment. The present study explored the factors affecting the trainees' performance through quantitative and qualitative assessment and used the assessment results to improve the training materials and to maximize the use of training time. Item analysis on the diagnostic test yielded data on grammatical structures that had not been included anymore in the training module to reduce the redundancy effect of the materials on the structures that had been given emphasis in the module. On the other hand, item analysis on both the diagnostic and exit tests revealed some factors affecting learners' performance such as the schemas of the learners and the cognitive load of the materials. Based on these findings, implications for designing programs, instructional materials, and assessment tools were drawn.
