Abstract/Summary

Technology and the Internet have had such an effect on transportation, they have resulted in the emergence of new modes such as Transport Network Vehicle Services and Transport Network Companies. These are fairly recent phenomena in the Philippines, and as such require further studies. This study in particular looks at consumer demand for taxis, and TNCs and TNVS in Metro Manila, and the performance indicators that drive consumers to choose one mode of transportation over the other. The study also looked at the manner in which Philippine transportation laws apply to TNCs and TNVS based on their business models, which were analyzed using the business model canvas of Osterwalder and Pigneur. The laws in question in this study are the Public Service Law, the Civil Code, Executive Order No. 202, Department Order No. 2015-11 and the Land Transportation and Traffic Code.

The results of the study showed there is a demand for TNCs and TNVS in Metro Manila, and that consumers prefer TNVS and TNCS to taxis due to safety, cost and availability factors. The study also showed that the Public Service Law, the Civil Code, Executive Order No. 202 and Department Order No. 2015-11 do not squarely apply to TNCs because they are not considered common carriers public services and public utilities by law. TNVS on the other hand are considered illegal under the Land Transportation and Traffic Code.
