Abstract/Summary

The Anti-Bullying Law in the Philippines, namely, Republic Act No. 10627 or the Anti – Bullying Act (“ABA”) of 2013, was signed into law in 2013 by then President Benigno Aquino III. However, this law is limited; and as such, it is not reflective of the school system’s continuously adaptive and ever-changing environment. The legislation must review and evaluate its current anti-bullying legislation in light of on-going bullying incidents still persisting and evolving in Philippine educational institutions. The continuous presence of these incidents clearly reflects a need to assess the effectivity of the ABA of 2013 in order to create a responsive law on existing conditions, considering the changes in the social circumstances surrounding learning centers, kindergarten, elementary, and secondary schools, both public and private. This dissertation intends to review the ABA of 2013 and its effectivity by analyzing the application of the law between the Philippines’ largest academic institutions, namely public and private schools. It shall serve as an overall study on the effectivity of the ABA of 2013 in protecting students against bullying. In doing so, the research also intends to provide future references for any subsequent legislation that may be enacted to improve the anti-bullying legislation of the Philippines or to address issues about bullying.
